The City of Las Vegas (City) hereby invites qualified firms or individuals (Offerors) to submit written Statements of Qualifications (SOQs) for the commission of one original work of art for the new Downtown Civic Center Plaza. This is the first step of a two-step solicitation process. Competition is open to local, national, and international artists. The project budget is $923,000.
The Office of Cultural Affairs’ Public Art program seeks to commission an artist or team of artists to create one original work of art for the new Downtown Civic Center Plaza. The Civic Center Building and Plaza will encompass an entire city block bordered by Main Street, Clark Avenue, First Street and Bonneville Avenue. Sited to the south of Las Vegas City Hall, the Civic Plaza will complement City Hall and the new Municipal Courthouse, creating a complex of City facilities. The Civic Plaza will incorporate elements of the Mojave Desert and be an iconic place to gather.
The project development team has recommended the commission of one original, site-responsive, iconic work of art that will complement the world-class Downtown Civic Center Plaza.
The City is seeking qualified Artists who have proven experience in project and engagement planning, background research, stakeholder engagement, public art, conceptual and detailed design, lighting design, site planning, and construction administration.
The project aims to create a connection between Las Vegas City Hall, the Municipal Courthouse, and the new Downtown Civic Center Plaza. The goal of the public art is to create a cohesive visual representation that unites the three parcels and celebrates a new green community gathering space.
The Civic Plaza will create a public and event space that is engaging for existing and future residents, as well as for City employees and other downtown stakeholders. See attached Site Plan for more details on the location. All designs included in this RSOQ are preliminary at this point in time, subject to change over the course of construction. Construction of the Civic Plaza and one adjacent office building is expected to begin in the third quarter of 2022, and be complete before September 2024. The Artwork development and installation schedule should match the construction schedule to allow for a 2024 Civic Plaza grand opening which includes the Artwork.
No artwork design is requested with this initial Statement of Qualifications. Short-listed finalists will receive the most up-todate construction drawings available at that time, and any artwork restrictions, in order to develop a design proposal. The City anticipates designating a maximum 15’x15’ space for the Artwork as shown in the attached Site Plan.
