The Mayor’s Office of Cultural Affairs (MOCA) is a division of the Houston Mayor’s Office which advances the Mayor’s cultural priorities through the City’s programs, partnerships, and communications. MOCA is the point of contact for many of the City’s cultural initiatives and implements strategies that support the City’s Arts and Cultural Plan, which was developed in coordination with the City’s first General Plan in 2016. In addition to managing commissioning and conserving of permanent artworks through the City of Houston’s Civic Art Program, MOCA facilitates the placement of temporary art, artworks gifted to the City’s Civic Art Collection, community murals, and special public art projects which touch neighborhoods across the city. MOCA upholds the values established and described in the Houston's Cultural Plan to foster an environment in which art and culture flourish for the sharing and benefit of all residents of and visitors to Houston.
