The City of Norfolk seeks to commission an artist to design and create exterior artwork for the NDR Ohio Creek Watershed flood risk management and resiliency project that will celebrate the Elizabeth River. The artwork will reflect the values and challenges and tell the stories of the people who live in this historic shoreline community.
